Dato’ Ahmad Khairummuzammil bin Mohd Yusoff

Chairman

Dato’ Ahmad Khairummuzammil is the Chairman of ICC.  Dato’ Ahmad is currently also the Chairman of Metrojaya Berhad and a member of the Audit, Remuneration and Nomination Committees of Metrojaya Berhad.

Dato’ Ahmad graduated with an Economics degree from University of Malaya and has been in government service until 1974.  He has more than 40 years’ experience in many sectors, including government departments, government-linked companies and the corporate sector.  Within the corporate sector, his experience covers various sectors, particularly properties and human resource development. During this period, he has held important positions in Penang Development Corporation (PDC), Urban Development Authority Kuala Lumpur (UDA) and its subsidiaries, Kumpulan Guthrie Berhad (KGB), DRB-HICOM, Boustead Properties Berhad and Metrojaya Berhad.

Dato’ Ahmad has extensive experience in Human Resource Management, having served as Group Director for Human Resource and Administration at DRB-HICOM before being seconded to Metrojaya Berhad.  He has also served as an Import & Export Officer in the Ministry of Trade & Industry, Kuala Lumpur; Assistant Registrar of Companies in the Ministry of Trade & Industry, Penang; Principal Assistant Secretary, State Secretarial Penang; as Secretary and as Deputy General Manager in PDC; Director General/Chief Executive/Board Member of UDA Kuala Lumpur; Director for Administration, Personnel, Public Affairs & Engineering Division and also served the Property Development Division in KGB; and as Vice President and Director of General Administration and Human Resources at HICOM Holdings Berhad.

As a Group Director at DRB-HICOM and as Vice President/Director of HICOM Holdings Berhad, Dato’ Ahmad had contributed to the achievement of HICOM Holdings Berhad Group corporate objectives through the implementation of strategic Human Resource initiatives.  He had developed and implemented appropriate culture and values, effective and motivating HR policies and practices for the Group; his achievement was to ensure consistent and equitable application of HRM policies across the Group; the provision of proper guidance and counselling for operations management in the Group; effective employee relations and harmonious industrial relations; effective manpower planning and forecasts, determining availability and appropriate development of policies for recruitment and career planning; training and development and to enhance overall employee commitment and performance excellence.

As a Director of KGB he provided and coordinated administrative, consultative, ancillary and purchasing services for the group within the framework of policies laid down by KGB; developed, implemented and administered KGB’s personnel policies in order to provide a personnel service that contributes towards the achievement of the business objectives; and provided effective industrial relations (IR) to assist and advise line management in the implementation and coordination of KGB’s IR policies and procedures and to ensure that labour relations are cordial and harmonious.

Dato’ Ahmad has been awarded for Pingat  Jasa Kebaktian (PJK) by TYT Gabnor Pulau Pinang, Kesatria Mangku Negara (KMN) by the DYMM Seri Paduka Baginda Yang Dipertuan Agong, Darjah Johan Negeri (DJN) by TYT Gabnor, Pulau Pinang, Johan Mangku Negara (JMN) by the DYMM Seri Paduka Baginda Yang Di Pertuan Agong, Darjah Setia Pangkuan Negeri (DSPN) by TYT Gabnor Pulau Pinang, and Darjah Dato’ Paduka Cura Simanja Kini (DPCM) by DYMM Paduka Seri Sultan Perak.

                                  

Abdul Farouk Ahmed, Ph.D. (Human Resource Development)


Managing Director

Abdul Farouk Ahmed is the Managing Director of ICC Consultants.  Farouk has been lead consultant for several large assignments involving corporatisation, and change management.  He was the Client Manager for such organisations as Bank Negara, Sime Darby, Rothmans International, HICOM, PROTON, Resorts World, PETRONAS, KTM, MAS and Tenaga Nasional Berhad.

Farouk was the Managing Director of Hay Management Consultants Malaysia from 1985 prior to the formation of ICC in 1993.  He has extensive experience in Strategic Human Resource Management, having worked as a Director of Personnel and Training for two large multinational companies, a leading hotel chain, and a leading tyre manufacturer.  He was responsible for a systematic analysis of corporate strategy and developing programs to effectively introduce change that improved human resource productivity and quality of working life.  When he was with Hilton International he established and managed the Asia Pacific Centre for management development.  He has also contributed to the instructional development process of the training school of Cathay Pacific Airlines in Hong Kong.

Prior to his commercial experience, Farouk was serving the Ministry of Education where he was responsible for the development and implementation of programs to improve teacher performance in the area of science and mathematics education.  He participated as a team member of a UNESCO project, directed at producing multi-media self-instructional materials for creating a better learning environment in schools in ASEAN.

Farouk holds a MSc in Education and a PhD in Human Development. . He was awarded a doctorate of Business Administration by the Oxford Association of Management and he is a certified Corporate Strategist of the Cambridge Association of Management.

Farouk has led the following studies especially addressing organizational performance improvement and management development:-

  • Terms and conditions of service for the corporatisation of University Malaya and University Hospital
  • Terms and conditions of service for the corporatisation of all general hospitals in Malaysia.
  • Determination and recommendation of a competency model for a Senior Manager of Bank Negara Malaysia to facilitate selection, promotion, career coaching and training.
  • Participated in determination of a competency model for a superior performing Chief Executive of American Express to be used for selection within the group worldwide
  • Designed and developed an integrated competency based performance management software to improve performance appraisal communications between team leaders and team members for a large plantation group
  • Design, development and implementation of a computer based performance management program directed at career growth and professional development for a large utility company in Malaysia
  • Strategy review of the telecommunications industry and implementation of a comprehensive change management programme for the Telekom Multimedia Operating Unit
  • Performance improvement and management development of Bloomberg Asia pacific, Hong Kong
  • Human Resource management integration of the DRB-HICOM Group of companies
  • Directors and Senior Managers succession planning and management development systems installation at EON and PBA Pulau Pinang
  • In the year 2003 conducted a survey on the remuneration practice of Directors in Malaysia and subsequently developed methods and

processes for measurement of Board effectiveness and performance.


Peter H. Rogers, Ph.D.

Director, ICC Melbourne, Australia

 

Peter Rogers’ professional experience has included production management in the Australian manufacturing sector and human resource management in Europe, Asia, Africa, South America and the Far East.

From 1984 - 88 Peter was Head of International Personnel for ICI PLC, London and had corporate responsibility for all ICI International staff transfers.  He was Chairman of the Expatriate Children’s Bursary Trust and from 1985 - 88 served as a Director of Employment Conditions Abroad Ltd.  In 1987 he was Personnel Manager, Central Western Europe, ICI based in Brussels.

From 1986 - 88 Peter was appointed Director of ICI Bangladesh Ltd. Dhaka, and travelled widely in the Indian Sub Continent.  He was involved in the recruitment and selection of staff for India, Malaysia, Thailand, Korea, Japan, Singapore and Hong Kong.  he also advised on remuneration and performance management of senior managerial staff.

Peter’s Australian experience includes the positions of : Staff Manager, ICI, Australia, Production Manager, Plastics Group ICI Australia, Victoria and NSW and Production Superintendent, Acids and Energy, Yarraville.

Peter obtained his Ph D from Monash University in 1973, working in the Department of Psychology.  His supervisor was Professor Ron Cumming.

Peter is a Fellow of the Institute of Personnel Management, London.

He is a member of Melbourne Rotary and Vice President of Australian Business in Europe (ABIE).

 

Lyle M. Spencer, Ph.D.

Lyle M. Spencer PhD. is President, Spencer Research & Technology, co-founder of Competency International, Cybertronics Research Fellow, Director, Human Resource Technologies author and independent consultant on competency development, re-engineering human resources, and HR return on investment analysis.

As HayGroup Vice President, Research & Technology, and President and CEO of McBer & Company, Dr. Spencer developed Hay's worldwide Hay McBer practice, training four hundred consultants in Hay offices in twenty-four countries. In twenty-five years with McBer, Dr. Spencer conducted organizational diagnosis, training, and development programs for such clients as AT&T, Abbott Laboratories, DEC, Fannie Mae, General Electric, General Motors, GTE, Honeywell, Hospital Corporation of America, IBM, Merck Pharmaceutical, MCI, Nortel, Mobil, Nihon Schering and Saudi Aramco.
Dr. Spencer has managed major leadership- and organizational-development contracts with the U.S. Army and Navy. For U.S. A.I.D. and the United Nations Industrial Development Organization, he managed economic development programs in Latin America, Africa, and Asia, identifying entrepreneurs and training academic, government, banking, and business people in achievement motivation techniques for stimulating national entrepreneurial activity.
Dr. Spencer developed Hay McBer's competency assessment methodology with Harvard Prof. David McClelland, and methods for calculating the costs and benefits of human resource programs. He has published books, software, and numerous articles on these topics, and trained more than a thousand HR professionals in competency and cost-benefit methods. His current research concerns reengineering human resources and the development of expert system Integrated Human Resources Management. Information Systems (IHRMIS). using multi-media, interactive voice response, and voice recognition technologies. He has taught at the business schools of the University of Chicago and University of North Carolina, Chapel Hill
